A bill that would ban using hand-held cell phones or other wireless devices while driving is heading to the Maryland Senate floor.

A Senate committee narrowly approved the bill Friday after including several exemptions, including a two-year limit and allowing police to cite drivers only if they are pulled over for another offense. Some lawmakers asked why drivers should be banned from using hand-held devices but allowed to use hands-free devices.
