Environmental activists are skeptical about new planning to cleanup the Chesapeake Bay.
Officials at the Environmental Protection Agency are beginning what they say will be three years of analysis of tolerable pollution levels for the bay, but the nonprofit Chesapeake Bay Foundation has sent a letter to the EPA saying there is no technical reason for the new project to take so long.
The EPA wants to determine how much pollution the bay can safely absorb from sewage plants, storm-sewers and farm runoff. The results could allow regulators to punish polluters who exceed their share.
The EPA's regional director of water protection, Jon Capacasa, says shortening the time period would either compromise the science or compromise the public engagement process.
