WASHINGTON - We are learning more details about what led to the death of a jogger near the National Mall. The female jogger was struck and killed by a truck and the driver sped away, but the driver, most likely, will not be charged.

A woman was killed in what appeared to be a hit and run early Saturday morning but when the video of the unknown semi truck hit the airwaves, one company stepped forward with information. When the jogger's jewelry was displayed on television, co-workers called police.

Neighbors now know it was 51-year-old Debra Scheibel who was killed while doing what they say was her passion.

Neighbor Charlie O'Rourke said, "Three o'clock in the morning, you know, she did four or five times a week for years."

"She was dedicated to her run and when it snowed she couldn't wait 'til it melted so she could get back out and run again," said neighbor Andy Magill.

The owner of A&A Transfer out of Chantilly, Virginia recognized the truck on television news reports and called police. Sources confirm the driver had the green light as he crossed over Constitution and was driving the speed limit. The company maintains he did not know he had been in accident.

"This was not a hit and run," stated attorney for A&A Transfer, Thomas McCarren. "Our driver had no idea that this had occurred."

Sources also say Scheibel was running across the street against the light with her headphones on and that the point of impact was in the rear of the large flatbed where there is a gate. Sources say charges are unlikely.

"Obviously, he's upset and somewhat distraught," stated McCarren.

"I am just glad they came forward. I have a great deal of respect for that," said Andy Magill. "He's got to live with that for the rest of his life."

When the A& A Transfer owner saw the video and what he thought was one of his trucks, he quarantined the truck and called police. The driver is expected to be interviewed by police on Tuesday.

Scheibel's family arrived in DC from Pennsylvania but they did not want to speak on camera. They will formally identify her body in the morning and then make funeral arrangements.

Heartfelt sympathy goes out to the family.
I no longer run because of bad knees but when I did I always had my headphones on and music blasting away very loud. The louder it was the more energized I was. Because I could not hear traffic or what was around me I was more visually aware of my surroundings and would constantly look around. When ever I reached an intersection I would jog in place before stepping off the curb after checking out the traffic, my surroundings and what was in the distance. On two occasions I had encounters with two Doberman pinchers in the distance which led me to survey the distance when running. P E A C E
