We're learning more about the Maryland inmate killed Monday in an incident on the Capital Beltway.

State corrections officials say 27-year-old James Bey was collecting trash by the side of the road Monday when he and another inmate were hit by a car driven by a 65-year-old man from Richmond, Virginia. The other inmate, a 23-year-old man, was injured. His name hasn't been released. The two were assigned to a boot camp in Jessup. Bey was in the middle of a two-year sentence for drug distribution. The 23-year-old was serving two years on assault charges.

The driver has not been charged. Investigators believe he had a medical emergency, possibly a diabetic episode.
