D.C. Del. Eleanor Holmes Norton (web|news|bio) says she is working on a plan to phase out the District's Opportunity Scholarship Program.

The federal vouchers allow D.C. children to attend private schools. The program was approved in 2004, when the Congress was controlled by Republicans.

Norton and many other Democrats believe the program is a threat to the public school system. She says she wants to end the voucher program without harming the more than 1,900 current voucher recipients.

Mayor Adrian Fenty has not opposed continuing the program but has been less supportive than his predecessor, Anthony Williams.
A House Appropriations subcommittee will consider the issue later this month.

How about raising expectations of parents to actually parent their kids, teach them manners and respect???? Apples don't fall far from trees.
