Democrat Justin Wilson has narrowly defeated Alexandria's former mayor, Republican Bill Cleveland in a special election to fill a vacant City Council seat.
In complete, unofficial returns, Wilson captured 4737 votes, or 52 percent, while Cleveland received 4390, or 48 percent.
Only eleven.5 percent of the city's voters went to the polls, the lowest turnout since a similar special election in April 1996.
The election was for the seat vacated by Andrew Macdonald.
