Cost cuts Virginia government agency chiefs were directed to make Thursday by Gov. Timothy M. Kaine's office in response to discouraging news about state revenues:
Employment
No layoffs. New hires require approval by a member of the governor's Cabinet with exceptions for public safety, public health, natural resources and higher education vacancies. Job offers will be honored with the caveat that the position could later be eliminated.
Consultants and contract workers
Avoid new or renewed consulting or staff augmentation contracts that aren't "mission critical." Exemptions for public safety and health. Cabinet secretaries must OK new contracts.
Travel and training
No travel or training unless vital to providing critical services. Conferences and other nonessential state-paid travel to be denied; scheduled travel to be canceled if refunds can be made.
Purchases
No new "equipment, software, furniture, etc." until further notice.
Other payments
Aid to localities payments to be made quarterly unless otherwise specified in state budget.
