Prince George's County investigators announced Wednesday the arrests of two men in connection with an alleged plot to ship hundreds of pounds of marijuana to unsuspecting homes in the area, including the home of the Berwyn Heights mayor whose two dogs were killed in the raid.

One of the suspects was described as a contract deliveryman for FedEx in the Berwyn Heights area. Police did not elaborate on the identity of the other suspect; neither suspect was identified by name.

Police say they have also seized more than 400 pounds of marijuana as part of their investigation. Investigators estimated its street value at more than $3 million.

Police also defended last week's no-knock raid on the on the home of the Berwyn Heights mayor, despite questions about whether the search warrant allowed the use of such aggressive tactics.

Prince George's County police narcotics detectives and members of the County's Sheriff's Department's SWAT team raided mayor Cheye Calvo's home July 29 looking for 32 pounds of pot. Calvo's two black Labrador retrievers were shot and killed in the process. Investigators had the mayor's home under surveillance after intercepting the 32-pound package of marijuana addressed to the mayor's wife at the Beltsville FedEx processing center.

Investigators have reportedly identified several similar shipments to unsuspecting households in the area.

Police say it's too early to apologize for the raid, but they do regret the dogs' deaths.

"This was not about the mayor, not about his home, but the place where drugs had been sent to, and the officers had sufficient cause to enter that premise to address a criminal issue," said Prince George's County police Chief Melvin High.

In defense of his deputies' actions, Sheriff Michael Jackson said his officers had to storm the house because they lost the element of suprise when the mayor's mother-in-law saw the men approaching and started screaming. The Sheriff also said the mayor's dogs engaged his deputies, requiring a use of force.

ABC 7/NewsChannel 8 obtained a copy of the search warrant authorizing the search and seizure, but it does not appear to allow the kind of 'no-knock' entry employed by the SWAT team. The affidavit for the warrant does stress investigators' ongoing concerns about the danger of violence in raids where a large amount of drugs are involved. That's the kind of exigent circumstance allowing police to use no-knock warrants, police say. 

Patrick Murphy, the chief of the Berwyn Heights police, was not informed about the raid in advance. He reviewed the warrant and concluded Tuesday it did not contain the necessary language.

"There is no permission from the judge to treat this as a no-knock warrant. There is no affidavit of probable cause," Chief Murphy said. "The mayor demanded that they show him the warrant and they never did so."

The mayor, Cheye Calvo, could not be reached for comment Wednesday, but described the raid in an interview last week.

"They bound me and forced me to kneel in the corner," he recalled. "My mother-in-law was bound on the kitchen floor. They killed our dogs; these dogs are loved throughout town."

Residents of the small community have signed a banner supporting the mayor and his wife. It hangs on the fence outside their home.

I think that the mayor should not only sue, but press these charges: 2 counts of animal cruelty on the ones who shot the dogs and all of them should be charged with breaking and entering.
