Broadcaster Accuses VOA of Favoring Noncitizens in Hiring

A Voice of America broadcaster is accusing the radio service of rejecting qualified U.S. citizens in favor of hiring noncitizens.
Camille Grosdidier is suing Voice of America.
The complaint follows an arbitrator's decision against the radio service in a union dispute over the agency's authority to hire noncitizens.
Grosdidier says the agency hired noncitizens for two positions she applied for even though she was qualified.
The Voice of America is supervised by the Broadcasting Board of Governors, an independent federal agency.
It reaches about 115 million people worldwide in 45 languages.
According to federal rules, the agency can hire noncitizens for positions only when qualified U.S. citizens are not available.
Voice of America officials are defending the agency's personnel practices.
They say they hire the best qualified applicants.
They say they'll appeal the arbitrator's decision.
