Howard County Plans Healthcare for the Uninsured

Howard County officials say they're working on a plan to offer affordable health care to all uninsured residents.
It would be one of the first counties in the country to offer such a program.
County health officer Doctor Peter Beilenson told the (Baltimore) Sun the plan will combine funds from participants, businesses, foundations and government, but it won't require employer participation.
County Executive Ken Ulman says uninsured residents would pay a fee for access to primary health care with a participating doctor or clinic.
He says some county money might be needed.
According to federal studies, about seven to ten percent of the county's residents - about 19,000 to 27,000 people - don't have health insurance.
Gerard Anderson, a professor of health policy and management at the Johns Hopkins Bloomberg School of Public Health, says it would be best to start with a wealthy county like Howard, but it won't be easy.
