State troopers are testing an electronic ticketing system in three counties that will let them issue and keep track of traffic citations.
The system is being tested in Baltimore, Carroll and Harford counties and is due to spread within a month to barracks throughout Maryland. By spring, the system could include other agencies such municipal police departments. The General Assembly gave police permission this year to issue electronic tickets by scanning bar codes on drivers' licenses and, in time, on registration cards.
The system prints out traffic citations from a computer. It can collect several charges under one document and doesn't need a violator's signature.

Twenty state troopers have been using the electronic ticket system since July. They are giving just warnings until the law permitting the electronic citations goes into effect on Monday.
