Woman Accused of Operating Illegal Boarding House

Fairfax County authorities say they've arrested the operator of an illegal boarding house.

Sixty-six-year-old Rosita Lim Ong Chang was arrested Friday. County spokeswoman Merni Fitzgerald says Chang might have divided her four-bedroom home into as many as seven bedrooms. Neighbors complained about noise, upkeep and the number of cars parked out front. Fitzgerald says Chang was cited four years ago for illegally boarding tenants and since then has failed to comply with county demands that she remove an illegal kitchen from her basement or with a 2005 court order that she notify the county every time she leases a room to a new tenant.

Board of Supervisors Chairman Gerald Connolly says the arrest is part of a crackdown on overcrowding and other zoning violations that began in June.

It's about time.

There are laws, in Fairfax County and throughout the Commonwealth, that limit the number of cars that can be parked at one house.

There are laws that say that male and female children may not share a bedroom and that a "bedroom" is defined as a room with a window.

In the case of a single mother with two children, a boy and a girl, she must have at least a two bedroom. One for her and the female child and one for the boys.

In addition, there are laws/codes/ordinances that determine how many "unrelated" people can dwell at the same residence.

Cars parked, on a county street for a consecutive number of days, without moving, can be towed if the owner of said vehicle does not reside at an adjacent address. (Trouble is they probably do.)

The Board of Supervisor's should also check into the neighborhoods(22042), off of Route 50, between Annandale Road and Wayne. There are several houses that have up to seven vehicles and also have garage-like structures that appear to be used as apartments. (These types of structures are also governed by strict codes and ordinances.)

We must make everyone abide by the same laws, codes and ordinances. It is criminal not too. It is unfair to those of us who follow the laws and ordinances even though it cost us extra to do so. If law breakers are prosecuted then it will set a precedence to others to think twice before breaking the laws. If my father had more than three cars, he was warned and then fined. If we, as teens loitered, at a shopping center, we were told to move on. Landlords warned and evicted those who broke the law. Why does it seem that the laws of Fairfax County have been applied only to people who are legal and law abiding citizens. Why does it seem that these same laws are not applied to those who are obviously thumbing their noses at laws that have governed this county for decades if not for centuries?
