WASHINGTON - The FBI (web) says the former head of the D.C. Taxicab Commission participated in a long-running bribery scheme involving taxi licenses.

Causton Toney hasn't been charged with a crime, but the accusation appears in a request for a warrant to search his home. The 55-year-old served as chairman of the commission from 2005 to 2007.

Thirty-nine people connected with the Washington taxicab industry have been charged in the alleged bribery scheme. The former chief of staff to a D.C. Council member has also been charged.

The investigation began after the new taxi commission chairman, Leon J. Swain Jr., told authorities he had been approached with a bribe. He then worked as an informant for two years.

Toney's lawyer says his client hasn't done anything wrong and is cooperating with authorities.
