Hagerstown Police Chief Arthur Smith wants to ban underground drinking parties in the city.


The proposed ordinance would ban after-hours parties open to the public regardless of whether booze is sold or carried in by the patrons. Smith said a nonfatal stabbing at a recent underground party downtown underscores the need to outlaw the events.

My goodness! ONE stabbing is too many, I'll admit, but punishing ALL the after-hours parties because something bad happened at ONE of them is ridiculous. The hosts of the parties are not responsible for what their guests do - the GUESTS are responsible for what they do! When will the authorities learn that if THEY aren't willing to hold individuals responsible for their behavior, the individuals THEMSELVES will not be willing to accept responsibility for their own actions? Come on, Hagerstown! Don't be silly!
