Report: D.C. Overpaid Its Traffic Ticket Contractor

The D.C. inspector general said the city is overpaying the contractor that processes traffic tickets.


The District is paying $65 million to the same contractor it has used for 23 years. But a report from Inspector General Charles J. Willoughby said that's $17 million more than the city would have paid if it had put out bids. The report also says the contracting office should not have given the contract to ACS State and Local Solutions without first getting the D.C. Council's approval. By law, the council must sign off on all contracts worth $1 million or more.

ABC 7 News myTAKE - What's Your Opinion?Chief Procurement Officer David Gragan wasn't in charge of the contracting office when ACS's contract was extended. He said his staff will work with the Department of Motor Vehicles to plan, solicit and award a new contract for ticketing processing in 2009.

$17 million more is no accident. There should be a mandatory bid process on anything "contractor". This is simply sickeneing. This is why DC doesn't have the voting rights it needs. It is just another was to steal money and hold this city captive.
