Boy Blamed for Starting Apartment Fire

It happened at about 11:30 p.m. in southeast D.C. Fire department spokesman Alan Etter said the boy was playing with a lighter next to his bed, and the bed caught fire. Residents of several apartments were displaced by the fire.
Etter said the boy has been referred for counseling as part of the department's juvenile fire-setters program.

The smoker in this house needs to be slapped for leaving a lighter where a child can get to it. In addition this would not happen if all lighters were made with safety latches.
