Washington - The D.C. Council has approved legislation that makes throwing trash from a vehicle a moving violation subject to a fine of $100.
Supporters say the measure gives police clear enforcement power that had been absent in the existing littering law. The bill defines litter as "discarded materials of every kind."
Violators of the existing law could be fined $75, but officials say the measure was rarely enforced. Councilman Phil Mendelson says the fine was raised under the new legislation because tossing items from moving vehicles could be more dangerous than common littering.
