The Addison Glen townhouse community in Capitol Heights, MD is the sight of a dispute going on four years between homeowners, the county and the developer, PDC. County officials confirm to 7 On Your Side that the developer defaulted on the permits after abandoning the project more than a year ago. Residents say, while PDC officials are primarily to blame, county officials haven’t done nearly enough to help create a safe and livable community.
