Ramon Gunn arrested for alleged series of robberies

Police say a one man crime spree which left women across Montgomery County in fear, is now over.

Ramon Gunn allegedly preyed on women working alone, robbing salons, spas and boutiques in Montgomery County.

Investigators believe the abundance of salons at the Kentlands shopping center provided the alleged serial robber with an plethora of potential victims.

Aimee Seals, and O'Hair Salon employee, says the nagging fear which she has had for weeks is over. She believes the man who walked into the salon just as she was closing has been caught.

Police arrested 25-year-old Gunn, of north Bethesda, a couple days ago. So far, he is charged with seven robberies and one sexual assault.

“It was a very kind of felt weird walking outside at the end of the night and you didn't know who was watching or what,” says Deanna Myers of Stylist Salon G. “It was odd very odd feeling.”

A couple weeks after allegedly hitting the O'Hair salon, Dunn allegedly walked into Salon G, two blocks away through an unlocked back door.

He demanded money from the lone employee then sexually assaulted her. Aimee Seals is thankful he only took money from her.

“I feel lucky for a number of reasons actually,” Seals says. “I feel lucky that I didn't get hurt that I am alive that he didn't assault me.”

police nabbed Dunn moments after an alleged robbery at the Night Dreams Adult Boutique. They found cash, a pellet gun and a mask on him.

The roster of his alleged victims stand at seven but may well grow much higher.

The last woman Gunn allegedly robbed that night was disturbed to know Gunn also is charged with sexual assault.

“It kind of freaks me out,” says alleged robbery victim Amanda Morgan. “I mean, that is scary that he assaulted someone in a sexual manner.”

Capitol Heights neighboorhood under perpetual construction

For dozens of Addison Glen townhouse residents in Capitol Heights, the dream of living in an appealing neighborhood has been shattered.

Families started inhabiting the townhouses in 2008. But the developer Michael Carnock never installed street lights. Residents said crime was rampant for months until the home builder, not the developer, installed lights.

"We made numerous complaints to the county and the developer and nobody did anything," said homeowner Dedrick Thomas.

Carnock never finished the road that runs right in front of the complex. Huge concrete pipes litter the community. Sidewalks were never installed so school children have to navigate along a narrow curb being careful not to fall into deep storm water drains with no manhole covers.

PHOTOS: See photos of the development.

"This is dangerous, unsafe and unsightly," Thomas said.

ABC7's "7 on Your Side" found two more troubled neighborhoods in Prince George's County developed by Carnock.

In a phone interview, Carnock said he takes "full responsibility" for work not being completed in the Addison Glen subdivision. He said he's "the poster child for the credit crisis" and blames his missteps on lenders who went bust.

He said he was working on the unfinished neighborhoods "right now."

The County has been threatening to take Carnock to court since 2008 but never has. Meanwhile, families are falling deeper in debt due to plummeting home values.

"This could ruin us financially," said homeowner Johnetta Walters.

After "7 On Your Side" told county officials about the safety hazard of open drains, they said the manhole covers had been replaced. All that had been done, though, was to place a piece of plywood over the open drains.

Prince George's County Department of Public Works and Transportation spokeswoman Susan Hubbard said in an email:

"The County has performed maintenance as appropriate along the road frontage; worked with the surety company to ensure the work gets completed; and has met with the community numerous times to keep them abreast of what is going on."

Hubbard went on to say "the area is not unsafe, but inconvenient" and that there are "approximately 50 cases [like Addison Glen] in default throughout the County."

The county has the ability to finish the road or pay someone else to finish the road. But officials are still waiting for the developer to complete the project, which he insists he'll do by the end of 2012.

Residents remain skeptical.

Last summer the Baltimore Business Journal interviewed Carnock about how he rebounded from the bad economy. Read the article here.

Train crashes in Argentina killing 49 and injuring hundreds

BUENOS AIRES, Argentina (AP) - A packed train slammed into the end of the line in Buenos Aires' busy Once station Wednesday, killing 49 people and injuring hundreds of morning commuters as passenger cars crumpled behind the engine. It was Argentina's worst train accident in decades.

Federal Police Commissioner Nestor Rodriguez says the dead include 48 adults and one child. At least 550 people were injured, and emergency workers were slowly extracting dozens of people who were trapped inside the first car, said Alberto Crescenti, the city's emergency medical director.

Rescuers carved open the roof and set up a pulley system to ease them out one by one.

The commuter train came in too fast and hit a shock-absorbing barrier at the end of the platform at about 16 mph (26 kph), smashing the front of the engine and crunching the leading cars behind it; one car penetrated nearly 20 feet (six meters) into the next, Argentina's transportation secretary, J.P. Schiavi told reporters at the station.

The conductors' union chief, Omar Maturano, told Radio 10 that the train might have come in as fast as 18 mph (30 kph). Most damaged was the first car, where passengers share space with bicycles. Survivors said many people were injured in a jumble of metal and glass. Images from a security camera show windows exploding as the first two passenger cars crumple into each other like an accordion, with a man on the adjacent platform scrambling across the tracks to escape the wreck.

The rush-hour train was packed with people standing between the seats, and many were thrown into each other and to the floor by the force of the hard stop. Many suffered bruises or lesser injuries, waiting for attention on the station's platforms as helicopters and dozens of ambulances carried others to nearby hospitals. About 200 people had serious injuries, said city health minister Jorge Lemus.

The dead, meanwhile, were carried out the back of the station in body bags, beyond the view of television cameras, the Clarin newspaper reported.

The toll makes it Argentina's deadliest train accident since Feb. 1, 1970, when a train smashed into another at full speed in suburban Buenos Aires, killing 200 people.

President Cristina Fernandez cancelled her day's agenda due to the accident, which raised fresh doubts about government investment in the train system millions depend on. While largely privatized, the system depends on huge state subsidies, and passengers pay relatively little compared to other countries.

There have been a half-dozen serious train accidents in Argentina in the last 15 months. Last Sept. 13, a bus driver crossed the tracks in front of an oncoming train, killing 11; two months later, another bus driver on a field trip drove in front of a train, killing eight schoolgirls.

"The series of train accidents hurts, and exposes the reality of of a state incapable of controling and acting to protect the passengers," opposition leader Ricardo Alfonsin tweeted.

Union leaders blamed what they called a history of disinvestment in maintaining or replacing aging trains.

"This machine left the shop yesterday and the brakes worked well. From what we know, it braked without problems at previous stations. At this point I don't want to speculate about the causes," Ruben Sobrero, train workers' union chief on the Sarmiento line, told Radio La Red. The motorman has been hospitalized and the union hasn't been able to speak with him yet, Sobrero added.

Montgomery County mobile speed cameras set for deployment

In Montgomery County, fixed-location speed cameras have been around long enough that most drivers know not only where they are, but how to beat them.

It's a trend that county Police Chief Thomas Manger told our partners at WTOP is now out to curtail.

On Wednesday, Chief Manger announced a new strategy to defeat that practice, introducing a plan to use more mobile speed cameras across the county.

"We're planning to put those strategically after the fixed cameras where people might speed up again," Chief Manger said.

Drivers in the area are quick to acknowledge their habits of slowing down and speeding up near the camera zones.

"They drive up, then slow down, slam on the brakes and zoom off," driver Delbert Morales said.

In one instance near a speed camera in Olney, at least two cars were spotted slowing down to the 30 mph speed limit near the camera, then rapidly accelerating to as fast as 43 mph after leaving the zone.

The move, though, has residents wondering whether the enforcement is more about money than safety.

"We've got enough problems getting home at night time as it is," driver Joe Peebles said. Other voiced concerns about fines.

"I wish the fees weren't so high," Morales said. "I wish the ticket wasn't so high."

Beyond the fines, though, drivers know they'll have to work on a new strategy once mobile speed cameras begin to lurk.

Daybreak Daily’s afternoon whistle-and-walk through the pop-culture neighborhood finds a little birdie, a ballyhooed return, other things, and the mystery music video.

THIS IS FOR YOU: So after Adele’s “21” wins album of the year at last night’s BRIT Awards, the singer has her acceptance speech cut short because of time, gets miffed and flips the bird in the direction of the audience, per the Los Angeles Times, “Multiple press outlets have quoted Adele as saying backstage that the gesture was meant "for the suits, not the fans." Regardless, consider Adele's chances of performing at the 2013 Super Bowl now slightly decreased.” http://lat.ms/xcg66v

MEANWHILE: A rush by the show’s producers to apologize to the singer, per Rolling Stone, “"We regret this happened and we send our deepest apologies to Adele that her big moment was cut short this evening due to the live show over-running," said a statement from BRIT Awards organizers.” http://bit.ly/zzXvL0

WILCARD: A noted pop figure wants to be among the candidates to become an “X Factor” judge, per PerezHilton, “According to sources close to the pop singer, MIZ BRITNEY SPEARS has reached out to the show to express her interest in being part of the judging panel, alongside other potentials like Janet Jackson and Fergie!” http://bit.ly/zazHVW

LIVE FROM NOT-KODAK THEATRE: Well, duh, per the AP, “Oscar organizers have agreed to drop mentions of the Kodak Theatre from Sunday's broadcast. The move follows bankruptcy proceedings for Eastman Kodak Co., which has received court approval to end its expensive naming-rights deal for the venue that's been home to the awards show for a decade.” http://apne.ws/Ao8Wz1

NEXT UP, ROSIE?: Six years after abruptly leaving “The View,” Star Jones returned to the show Wednesday as a guest, per toofab, “From the sound of it, Jones has no regrets about her time at the talk show. "I had eight fantastic years here. One was 'eh,' it was O.K," she says. "But I'm back, I came back to congratulate you on everything you accomplished. I hope you congratulate me on what I accomplished." http://bit.ly/wZ8Mqm

CIRCUS NEARS END: Contrition exemplified, per Access Hollywood, “Lindsay Lohan drew praise Wednesday from a judge who said the actress was one court hearing away from putting a long-running drunken driving case behind her. “Ms. Lohan, you’re in the home stretch,” Superior Court Judge Stephanie Sautner told the actress.” http://bit.ly/xIvn2V

The preview of spring temperatures will continue through Friday. A rather unsettled pattern will keep us quite mild for a while longer but a number of smaller features will keep us under a variable cloud cover. Gusty breezes will continue at times, as well. An area of low pressure will pass through the region tonight providing a chance of a few showers in areas mainly north and west of Washington. We can’t rule out a sprinkle tomorrow but most areas should remain dry and mild.

On Friday, a strong cold front will approach and then pass through the area. Gusty winds, scattered showers and mild temperatures will highlight our Friday forecast. By Saturday, a new area of high pressure will be building into the Mid-Atlantic. It will be partly cloudy, breezy, and much cooler. Despite a full day of sunshine on Sunday, temperatures will remain slightly below average. The new warming trend begins on Monday.

Bob McDonnell backs away from controvertial abortion bill

Virginia Gov. Bob McDonnell has backed away from the controversial proposed bill requiring women to get an intravaginal ultrasound before an abortion procedure, saying the procedure isn’t necessary.

McDonnell said Wednesday he asking the Virginia General Assembly to amend the bill to state that no woman must undergo the intravaginal ultrasound against their will before an abortion.

“Mandating an invasive procedure in order to give informed consent is not a proper role for the state," the governor said in a statement. “No person should be directed to undergo an invasive procedure by the state, without their consent, as a precondition to another medical procedure.”

The Republican-ruled House of Delegates voted 65-32 on Wednesday for the amended bill that requires only an external ultrasound, not the vaginal insertion of a wand-like device that emits ultrasonic waves.

The Senate approved the Republican-backed measure on a mostly party-line 21-18 vote earlier this week. However, the bill met fierce opposition from Democrats in the legislature and people in Virginia. Hundreds of women and others protested the bill in Richmond this week.

State Sen. Jill Vogel (R-Fauquier County) said the bill would give women the right to certain information that can be gleaned from an ultrasound, like the gestational age of the fetus.

Vogel's bill says the patient would be given the opportunity to see the image or hear the fetal heartbeat, but would not be required to do so.

Sen. Ralph Northam (D-Norfolk), a pediatric neurologist, argued that government has no business telling doctors and patients what kind of diagnostic tests should be done.

McDonnell previously hinted that he would sign the bill. On Wednesday, though, he said an abdominal ultrasound should be required before an abortion.

The Associated Press contributed to this story.

Miracle On Ice Anniversary: 32 years since United States shocked Soviets

It's hard to believe that it has been more than three decades since Al Michaels uttered six words that would change the lexicon of sports forever.

On Feb. 22, 1980, in the middle of a delirious Olympic Center in Lake Placid, N.Y., he shouted, "Do you believe in miracles? Yes!" to shocked hockey fans worldwide.

With that, the Miracle On Ice was cemented in history. More than three decades have passed since the United States Olympic hockey team upset the mighty Soviet Union 4-3 en route to perhaps the most improbable gold medal in history, but most who saw it in 1980 still get chills when they see the video.

In the throes of the Cold War, the USSR dominated Olympic hockey, winning four straight gold medals going into the Lake Placid Olympic Games. Their players were professionals, while the Americans, who had never been seen as a hockey power, sent a group of amateur players from the college hockey ranks to play.

But when Mike Eruzione scored to give the scrappy Americans a 4-3 lead with 10 minutes left in a medal round game against the Soviets, the miracle was on its way to reality.

After the enormous upset, the United States knocked off Finland to clinch the gold.

What do you remember from that game? What memories does it bring back? Tell us in the comments.

Debate Day Doldrums

Do you have the shakes? Has the calendar seemed to drag on endlessly? Is political withdrawal proving to be much more than your body and mind can bear?

Well, brush aside those doldrums and rejoice. The next debate has finally arrived.

After a respite of 27 days, the four candidates will square off tonight on a stage in Mesa, Ariz. and for the first time yet, Rick Santorum will be the top target. He’s made his way into pole position for this race and while his party opponents may not care to challenge his social views, moderators and questioners alike will relish the opportunity.

So far, the debates, according to polls, have actually mattered to voters who are watching in large numbers and who admit they’ve been influenced by the arguing.

As for the latest poll numbers, one can only imagine Mitt Romney has used every possible version of a head-scratching, eyebrow raising sigh known to man while wondering aloud, ‘how is this happening?’

Look here.

P.S. Since social issues/religion are a large part of the platforms, my POLITICO colleague Mike Allen raised a good question in today’s Playbook:

--Something to watch for: Will Rick Santorum and Newt Gingrich have ash on their foreheads?

MORE MONEY BOMBS

Meanwhile, look for requests after both the debate and more importantly, after the AZ and MI primaries for those oddly-named ‘money bombs’- petitions for donors to frantically help fill the coffers over a 24 hour period to take advantage of any perceived or actual wins.

Money is of course, king. So who is pulling it all in and who is spending more than they make?

An interesting breakdown here:

And finally…

PRESIDENTIAL IDOL PREVIEW

For all you Idol fans waiting for an episode with a Presidential theme… Tuesday’s Black History Month concert taping at the White House gave you a preview… (and in light of the above stories & GOP in-fighting, it makes sense Mr. Obama is a singing mood).

Gay marriage bill up for Senate debate Thursday

ANNAPOLIS, Md. (AP) - The Maryland Senate is delaying debate on a bill to legalize gay marriage.

Republican leaders asked that discussion of the bill and potential amendments be postponed until Thursday.

Sen. President Thomas V. Mike Miller said the Senate could gather into the evening that day to consider the bill, which barely passed the House of Delegates last week.

Debate could continue Friday before a final vote is taken.

Opponents have offered an amendment to change the bill's effective date and say they have asked Attorney General Doug Gansler for an opinion on the constitutionality of amendments added to the House version of the bill.

Last year the Senate passed a similar measure by 25 to 21.

Miller said he does not believe any of votes have changed in his chamber.

Previously occupied home sales up in January

WASHINGTON (AP) - Sales of previously occupied homes rose in January to the highest pace in nearly two years, a hopeful sign ahead of the spring-buying season.

The National Association of Realtors said Wednesday that home sales increased 4.3 percent last month to a seasonally adjusted annual rate of 4.57 million. That's the highest level since May 2010.

Home sales have risen nearly 13 percent over the past six months. While they are still well below the 6 million that economists equate with a healthy market, the gains have coincided with other changes in the market that suggest slow but steady improvement.

"The trend is clearly upward," said Ian Shepherdson, chief U.S. economist at High Frequency Economics.

Single-family home sales rose 3.8 percent in January, also a positive sign. And the number of first-time buyers, who are critical to a housing recovery, increased slightly to make up 33 percent of all sales. That's still below 40 percent, which tends to signal a healthy market.

One concern is the market continued to be saturated with homes at risk of foreclosure, which lower broader home prices. Those increased to make up 35 percent of sales.

Prices continued to fall. But economists note that the pace of the decline is slowing. The median sales price dropped in January to $154,700. That's down only 2 percent from the same month last year.

And the supply of homes on the market has plunged to 2.3 million, the lowest level in almost six years. At last month's sales pace, it would take more than six months to clear those homes, consistent with a healthy housing market. Fewer homes on the market could help boost prices over time.

Most economists said the January report was encouraging, especially when viewed with other recent positive housing data.

Mortgage rates have never been lower. Homebuilders are slightly more hopeful because more people are saying they might be open to buying this year - and they responded in January to that interest by requesting more permits to construct single-family homes.

"The rise in existing home sales in recent months adds to the indication from housing starts, building permits, and homebuilder sentiment that the sector has improved modestly since the middle of 2011," said John Ryding, an economist at RDQ economics.

Much of the optimism has come because hiring has picked up. More jobs are critical to a housing rebound. In January, employers added 243,000 net jobs - the most in nine months - and the unemployment rate fell to 8.3 percent, the lowest level in nearly three years.

Analysts caution that the damage from the housing bust is deep and the industry is years away from fully recovering. Since the bubble burst, sales have slumped under the weight of foreclosures, tighter credit and falling prices.

Still, many deals are collapsing before they close. One-third of Realtors say they've had at least one contract scuttled over the past four months. That's up from 18 percent in September.

Realtors say deals are collapsing for several reasons: Banks have declined mortgage applications. Home inspectors have found problems. Appraisals have come in lower than the bid. Or a buyer suffered a financial setback before the closing.

Two journalists killed in Syria

BEIRUT (AP) - A French photojournalist and an American working for a British newspaper were killed Wednesday by Syrian government shelling of the opposition stronghold of Homs, France's government said.

Activists said at least two other Western journalists were injured in barrages that claimed at least 19 lives.

In Paris, French government spokeswoman Valerie Pecresse said those killed were French photojournalist Remi Ochlik and American veteran war reporter Marie Colvin, who was working for Britain's Sunday Times. France's Foreign Minister, Alain Juppe, said the attacks show the "increasingly intolerable repression" by Syrian forces.

The Syrian military has redoubled its attacks on Homs in the past few days, aiming to retake neighborhoods that have come under control of the opposition and armed rebels - many of them military defectors. The seizure of territory and nearly daily clashes between the rebels and regime forces have pushed Syria to the brink of all-out civil war.

The Obama administration opened the door slightly Tuesday to international military assistance for Syria's rebels, with officials saying new tactics may have to be explored if President Bashar Assad continues to defy pressure to halt a brutal crackdown on dissenters that has raged for 11 months and killed thousands.

The White House and State Department said they still hope for a political solution. But faced with the daily onslaught by the Assad regime against Syrian civilians, officials dropped the administration's previous strident opposition to arming anti-regime forces. It remained unclear, though, what, if any, role the U.S. might play in providing such aid.

A Homs-based activist, Omar Shaker, also said two other Western journalists were wounded. including a photographer for the Sunday Times and a Spanish reporter.

There was no immediate comment from the Sunday Times or Ochlik's photo agency.

He said the journalists were killed when several rockets hit a garden of a house used by activists and journalists in the besieged Homs neighborhood of Baba Amr, which has come under weeks of heavy bombardment by forces from Assad's regime. At least 19 people were killed in Wednesday's shelling, including the journalists, activists said.

Shaker said the bodies were taken to a makeshift hospital in Baba Amr.

The U.N. estimates that 5,400 people have been killed in repression by the regime of President Bashar Assad against a popular uprising that began 11 months ago. Syrian activists, however, put the death toll at more than 7,300.

He added that intense Syrian troops shelling with tanks and artilleries began at 6:30 a.m. and was continuing hours later. He said the apartment used by journalists was hit around 10 a.m.

An amateur video posted online by activist showed what they claimed were bodies of two people in the middle of a heavily damaged house. It said they were of the journalists. One of the dead was wearing what appeared to be a flak jacket.

In Geneva, the International Red Cross said it was holding talks with members of the opposition Syrian National Council. The ICRC called Tuesday for a daily two-hour halt to fighting in Syria so it can bring emergency aid to affected areas and evacuate the wounded and sick.

Head of ICRI operations for the Middle East, Beatrice Megevand-Roggo, told The Associated Press on Tuesday that the ICRC had almost no contacts with opposition figures inside Syria.

The journalists' deaths came a day after a Syrian sniper shot dead Rami al-Sayyed, a prominent activist in Baba Amr who was famous for posting online videos, Shaker and the Local Coordination Committees activist group said.

On Jan. 11, award-winning French TV reporter Gilles Jacquier was killed in Homs. The 43-year-old correspondent for France-2 Television was the first Western journalist to die since the uprising began in March. Syrian authorities have said he was killed in a grenade attack carried out by opposition forces - a claim questioned by the French government, human rights groups and the Syrian opposition.

Last week, New York Times correspondent Anthony Shadid died of an apparent asthma attack in Syria after he snuck in to cover the conflict.
