Marion Barry meets with Asian business owners

D.C. Councilmember Marion Barry spent his Thursday afternoon meeting with local Asian-American business leaders and owners, apologizing for a series of disparaging remarks he made in April.

The councilman made the apology while meeting with a coalition of local Asian-American advocacy groups at the Matthews Memorial Baptist Church in Southeast.

After the meeting, Barry said he was "done talking about it" and that all businesses, regardless of who owns them, need to be clean. Meanwhile, the business people who met with the councilman said that they're happy they worked things out.

In a joint statement released after the meeting, several leaders Barry met with called his apology a "good first step."

"While we are glad for the apology, this was never solely about an apology," Olivia Chow, a campaign organizer with Asian Pacific Americans for Progress, said. "This was about restoring mutual respect as a basis for working together and moving forward to lift up all Ward 8 residents."

In the course of his comments, though, he used what many consider was a derogatory term against Polish people when talking about America's history of immigration.

"America has had racial tensions from the time it was founded," Barry said. "Italians coming here, the Irish came here, the Jews came here, the Polacks came here, the Chinese came here."

Thursday's meeting comes nearly two months after Barry made stinging comments at an election-night event about Asian-owned businesses in Ward 8.

“We got to do something about these Asians coming in and opening up businesses and dirty shops,” Barry said during a speech on April 3. “They ought to go. I’m going to say that right now. But we need African-American businesspeople to be able to take their places, too.”

Barry was roundly criticized by many in the wake of the comments, including rebukes from local leaders, Mayor Vincent Gray and an editorial in the Washington Post.

"Anytime you make a blanket statement about race or community, it's unfair," David Chung, from the D.C. Office of Asian Affairs, said.

The longtime politician has continually said his comments were taken out of context.

"I do not have, nor have I ever had a history of discrimination against anyone, including the Asian American Community," Barry said in a statement days after the election.

After Thursday's meeting, though, many are looking to simply move on.

"Hopefully, all of us can move forward," Chung said.

ABC7's Horace Holmes contributed to this report.

Howard Brooks pleads guilty to lying about 2010 campaign paymens

WASHINGTON (AP/ABC7) - A second former aide to District of Columbia Mayor Vincent Gray pleaded guilty Thursday to a crime arising from Gray's 2010 campaign.

During his plea hearing, Howard Brooks admitted that he gave a lot more money to Sulaimon Brown in 2010 than originally thought.

Brooks was charged Wednesday with lying to the FBI about payments to another mayoral candidate, Sulaimon Brown. During Thursday's hearing, it was revealed that Brown received more than $2,000 in 10 money orders and an undetermined amount of cash, which is more than originally thought.

According to information presented in court, an unidentified person instructed Brooks to pay Brown during the campaign. It is unclear who the person was.

Another Gray campaign staffer, Thomas Gore, admitted this week that he and Brooks paid Brown to stay in the 2010 race and make negative comments about then-mayor Adrian Fenty.

Gray defeated Fenty by 10 percentage points.

Brooks faces a maximum of five years in prison but is likely to receive a substantially lighter penalty under federal guidelines.

Taxi customers claim drivers assaulted them

ABC 7 discovered a startling number of attacks on taxi cab passengers at the hands of their own drivers.

One victim says a driver pulled her out of a cab by her ankles.

And some of the drivers facing assault charges are still picking up passengers.

"It was startling. You don't know what to do in that type of situation," says the victim, who asked that her identity be protected.

She explains the terrifying experience began as a early morning taxi ride from Dupont.

"I said, 'Can you take me to Georgetown for $5, because I'm low in cash.' He said, 'Yeah, get in'," she recalls.

At the end of the ride, she realized her phone had fallen out of her purse in the cab.

"At that point, he...got very rude and belligerent.. and demanded that I get out of the car."

When she refused to leave without her phone, she says the driver manhandled her.

The victim says, "He opened the door. He grabbed my feet by the ankles...and...I had my hands inside to prevent him from pulling me out.. and he pulled me very forcefully onto the ground."

She is one of at least a dozen people who have recently submitted complaints to the D.C. Taxi Cab Commission for assault by a cab driver.

In records obtained from the commission, one passenger says his cabbie "pulled me by the jacket and punched me."

A woman wrote that her driver twice "reached behind the seat to grab my leg under my skirt." Another customer says "the driver struck me with his right hand....I thought he was going to gouge my eye out."

The taxi commission says seven drivers have recently been arrested for assault, but none of them has had their license revoked.

Chairman Ron Linton says that's because the commission only has the authority to fine drivers. It can't pull their license, not even for felony offenses.

"If we had that authority, we would have had all seven of those drivers brought before a commissioner on a charge of imminent danger, and based on the facts, suspended or revoked their licenses. But, right now? We can't do it," Linton says.

Emad Hermez is one of the 8,500 drivers who has gone through a background check and training before being licensed. He says in his experience, it's the driver who is typically the victim.

"I've been attacked physically and verbally by passengers who have had too much to drink," Hermez explains.

Police couldn't give any details on the status of drivers who've been arrested.

In the meantime, legislation is in the works to give the taxi commission the authority to hold hearings and revoke or suspend licenses.

D.C. Housing Authority finds housing for homeless veterans

More than 70 homeless veterans now have a place to call home thanks to the D.C. Housing Authority.

Atiba Turner never thought he would be off the streets.

" I'm just, I'm just thankful. really thankful and blessed," Turner says.

After his service in the Gulf War, Turner says he was gripped by alcoholism, which eventually led him to homelessness.

Today, Turner has a new home and a housing voucher that will pay a significant portion of his rent.

Turner adds, "Just to have this day now and a place to call home, it's a magnificent feeling."

With $1.5 million from the Department of Housing and Urban Development, more than 70 vouchers were given to qualified veterans. Some even walked away with house keys.

Adrianne Toddman, executive director of the D.C.H.A., says "These are veterans who have some social issues, and we are going to work with them...in collaboration with the VA."

Working with local landlords, the program has placed more than 700 veterans.

Landlords say it's a way to fill vacancies, as well as fill a need.

Long & Foster realtor Daniel Crosby adds, "It was great. It was very rewarding. We signed up and moved in 18 veterans today. So, 18 veterans had a chance to get their keys and move into their units today."

Now, Turner is coming home to a place of his own and hopes to build a life with his 7-year-old daughter.

"This is going to be the start, because now I have a place of my own where she can come. And we'll be able to spend time together," Turner says.

He adds that he's making up for lost time.

D.C. firefighter and police personnel records burned

An investigation is underway into why some D.C. personnel records were being burned at the fire academy.

Firefighters responded to a fire in two dumpsters Friday afternoon at the D.C. Fire Training Academy.

According to Firefighter Union officials, after crews brought the blaze under control and looked into and around the dumpsters, they found some of their own personnel documents, as well as documents of their colleagues and of police officers.

They say the documents contained sensitive information, like names, social security numbers and medical records.

Ed Smith, president of the D.C. Firefighters Union, says, "Who knows whatever else was in those files, and that's why we are requesting the inspector general to get to the bottom of this. We know the when and the where. We want to know the who, the what and the why."

Another batch of documents was found in a nearby abandoned car at the academy.

According to the union, fire department officials transferred and ordered the burn.

Wednesday, fire academy recruits were out at the dumpsters, picking up many documents that may have been left behind.

D.C. police say they are now investigating the matter.

A police spokesperson says the department is looking to see if "any records retention protocols have been violated."

A statement from the D.C. Fire Department says the whole matter is under investigation.

In the meantime, the police and fire department unions are livid and wondering what the burn really was about.

Howard L. Brooks indicted, accused of making false statements

(ABC7/AP) Another member of Mayor Vincent Gray's campaign staff has been indicted on charges he made false statements to the FBI about making payments to Sulaimon Brown.

In documents filed with the United States District Court on Wednesday, the government alleges that Howard L Brooks lied about providing cash, money orders and other payments to Brown during the 2010 campaign.

The indictment comes a day after another aide to Mayor Gray, Thomas Gore, pleaded guilty to funneling campaign funds to Brown and then destroying the evidence.

Gore, the acting treasurer for Gray's campaign who pleaded guilty Tuesday, said in court that he was captured on a wiretap talking to Brooks about shredding evidence of payments to Brown. Brooks, who had not yet been charged earlier, was not mentioned by name in court and was referred to in documents as "Person A."

Brooks' attorney, Glenn Ivey, did not immediately return a message from the Associated Press seeking comment. He and the mayor are not close - Gray said in late 2011 that he had not spoken to Brooks all year - and Brooks is not well-known in district politics.

He is, however, a close personal friend of Lorraine Green, Gray's campaign chairwoman and closest adviser during his 2010 bid. Brown has said he also received money from Green before she delegated that task to Brooks.

Brooks was rewarded handsomely for his work on the Gray campaign, receiving $44,000 in consulting fees. He was also paid $34,500 by the Gray transition.

Mayor Gray declined to comment on the allegations, WTOP's Mark Segraves reports. Brooks was charged Wednesday in a criminal information, a document that typically means a defendant has reached a plea deal.

In his plea, Gore admitted to providing Brown, then a candidate for mayor as well, with funds to stay in the race and attack Gray's main opponent in the mayoral campaign, Adrian Fenty. At the time, the indictment says that Brooks was a member of the campaign's finance and treasury teams.

Brown has long maintained that he was paid by Gray's campaign and promised a job in the Gray administration in exchange for his harsh rhetoric about Fenty.

The allegations have rattled the administration of the first-term mayor, who has been the subject of a federal probe since Brown went public last March with allegations that he was paid by the Gray campaign and promised a job in the Gray administration in exchange for making disparaging comments about Fenty. Gray has denied knowledge of the payments.

Gray won the 2010 Democratic primary by 10 percentage points after tapping into widespread dissatisfaction with Fenty, perceived by many as aloof. Gray, 69, billed himself as the more ethical candidate, criticizing Fenty for steering lucrative government contracts to his fraternity brothers. But Gray's administration has been mired in scandal since shortly after he took office, and the federal probe continues.

Brown alleged that Gray was aware of the payments, which the mayor denies. Brown was appointed to a $110,000-a-year city government job in January 2011, shortly after Gray took office, and fired after less than a month.

On Wednesday, Brown called on Mayor Gray to resign in the wake of Gore's guilty plea.

WASHINGTON (AP) - Two cheetah cubs have been transported to the Smithsonian's National Zoo to be raised by hand after a risky birth three weeks ago at the Smithsonian Conservation Biology Institute in northern Virginia.

When the cubs' mother, 5-year-old Ally, gave birth to the first cub in late April, problems quickly developed. Ally is a first-time mother and abandoned the first cub. Then Ally's labor stopped, even though she had three more cubs waiting to be born.

Zoo veterinarians performed an emergency cesarean section and saved one more cub and the cheetah mother. Two other cubs died.

WASHINGTON (AP) - Former District of Columbia mayoral candidate Sulaimon Brown says Mayor Vincent Gray should resign following a guilty plea by one of Gray's campaign aides.

It was Brown's allegations that led to the federal charges against Thomas Gore, who admitted Tuesday that he secretly funneled Gray campaign funds to Brown during the 2010 race. Brown was paid to stay in the race and make negative comments about then-Mayor Adrian Fenty. Gray has denied any knowledge of the payments.

Brown went public with his allegations after he was hired to a government job, then fired shortly thereafter.

Brown said in a statement emailed to reporters Wednesday that he wasn't seeking vindication from the federal investigation because "truth need not be vindicated." He says Gray should resign immediately for violating the public trust.

Gallaudet University collects diplomas for 150th anniversary

May is probably best known for being college commencement season. But, just as graduates are finally handed their hard-earned diplomas, one local university is asking them to hand them back.

It's all a part of Gallaudet University's sesquicentennial celebration in 2014. For the 150th anniversary, the school wants to collect a diploma to represent every graduating class.

But, some recent grads are reluctant to comply to the request.

Inside Gallaudet University's archives room, staff members are working on the new collection. What makes Gallaudet's diplomas unique is the fact that each one is signed by the sitting president of the United States.

Diploma donor Dennis Galvan says, "When I heard about the donation of the diplomas to Gallaudet, that was a no brainer."

Instead of sitting in a box in some closet, Galvan felt his parents' diplomas belonged at the school. His father's was signed by Franklin D. Roosevelt in 1943, his mother by Harry Truman in 1945.

"Gallaudet was a huge part of their lives, and this is a small way we can give back," Galvan adds.

In 1864, Gallaudet University was authorized by an act of Congress to confer college degrees. Its charter was signed by then-President Abraham Lincoln.

In 1869, President Ulysses S. Grant presided over the first graduating class and signed the diplomas of the school's first graduating seniors - all three of them.

Gallaudet University Archivist Michael Olson says, " Years and years ago, I believe the person actually signed it because there were only so many graduates."

The tradition has continued these past 150 years. Although, stamps replaced pens, and paper replaced sheepskin.

The university is now struggling to track down diplomas signed by lesser known presidents, like James Garfield and Rutherford B. Hayes.

But, they say the bigger challenge has been convincing recent grads to donate diplomas signed by Presidents Clinton, Bush and Obama.

"It's an important piece of their life, and it's been signed by one of the current presidents. Mayb,e eventually, they'll donate it," Olson says.

It didn't take much to convince 2006 grad Allison Polk.

"No... This way i'll never lose my diploma," Polk explains. " It makes me feel like my diploma is part of American history in some ways."

She says she feels lucky to be included in such a historic collection.

So far, 107 diplomas have been collected.

Sidwell Friends condom email goes out to parents

It looks like someone pulled one over on the parents of students at Sidwell Friends School.

As Washingtonian reports, a prank email apparently went out to the parents of upper school students claiming that condoms would now be distributed to students in school bathrooms and at school dances.

In the email, which Washingtonian obtained in full, members of the school's "administration" say that the move was made after they discovered students acting inappropriately on campus.

"With the influence of today's media - often as morally corrosive as it is entertaining - many Sidwell students believe that it is OK to engage in mature sexual relationships at a young age," the letter read.

Furthermore, the fake email also said that students attending this year's prom, which according to the school's website is set to take place on May 25 at the Four Seasons Hotel in D.C., would receive a voucher for "their choice of contraception."

You can read the full text of the letter at Washingtonian.com.

WASHINGTON (AP) - Tourism officials say Washington saw a record 17.9 million visitors last year, surpassing a previous record of 17.4 million set in 2000 before the 9/11 attacks.

Statistics released Tuesday by the tourism bureau Destination D.C. show a 4.1 percent increase in international tourism in 2011, totaling 1.8 million visitors. Washington also counted 16.1 million domestic visitors - a 3.7 percent increase over 2010.

International tourism figures are based on the U.S. Commerce Department's Office of Travel and Tourism Industries statistics.

Figures show visitor spending grew last year by more than 6 percent to reach $6 billion in 2011.

Destination D.C. says more than half the city's sales tax revenue is generated by visitor spending. That means without that revenue, each Washington household would pay about $2,400 more in annual taxes.

DEA agents investigated for possible Colombia misconduct

WASHINGTON (AP) - The Justice Department inspector general's office was investigating possible misconduct by two or more Drug Enforcement Administration agents in Colombia unrelated to the Secret Service incident with prostitutes at a Cartagena hotel, federal officials said Monday.

The probe began based on information provided by the Secret Service, the DEA said. The agency is making its employees available to be interviewed by investigators with the office of the Justice Department inspector general, the DEA said.

Sen. Susan Collins of Maine, the top Republican on the Senate Homeland Security and Governmental Affairs Committee, said in a statement that she had been briefed about the involvement of two or more DEA agents on May 4 but was asked to withhold public comment until the agents could be taken out of Colombia and questioned.

"It's disturbing that we may be uncovering a troubling culture that spans more than one law enforcement agency," Collins said. "In addition to the Secret Service scandal, we now learn that at least two DEA agents apparently entertained female foreign national masseuses in the Cartagena apartment of one of the agents. The evidence uncovered thus far indicates that this likely was not just a one-time incident."

The DEA has permanent offices in Colombia. The Bogota-based DEA regional director, who oversees the Cartagena office, did not immediately return email or cellphone messages.

In the Secret Service probe, investigators have interviewed the Colombia prostitute at the center of the affair, Dania Londono Suarez. She said a dispute over payment led to the April 12 incident becoming public.

A dozen Secret Service officers and supervisors and 12 other U.S. military personnel have been implicated in the incident, which took place before President Barack Obama's visit to the Summit of the Americas. Eight people with the Secret Service, including two supervisors, have lost their jobs. The Secret Service is moving to permanently revoke the security clearance for one other employee, and three others have been cleared of serious wrongdoing.

Prostitution is legal in Colombia.

Fifty-two-year-old Joe L. Parrish of Windsor Mill, Md. and 60-year-old Gregory A. Scott of Temple Hills, Md. were both sentenced to a year in prison on Monday. They each pleaded guilty in March to one count of solicitation and receipt of a bribe by a public official.

According to prosecutors, in the summer of 2011, Scott and Parrish told construction managers at the southwest Washington site that they found violations in the handling of hazardous asbestos material that could result in fines of up to $300,000.
Craig 'Nehemiah' Wilson alleges police brutality

WASHINGTON (AP/ ABC 7) - "We're fired up. Can't take it anymore" was the rallying cry from protestors outside the Metropolitan Police Department headquarters Monday in response to a case of alleged police brutality against a New York City man.

Craig "Nehemiah" Wilson, a New York City public housing organizer, was in Washington for a conference of community activists and says D.C. police officers used excessive force after mistaking him for a homicide suspect.

Wilson, 42, says members of the fugitive task force demanded to see his ID, which he refused to produce without an explanation. He alleges that he was thrown to the ground and pepper-sprayed on Saturday while attending a National People's Action conference at the Hyatt Regency Hotel.

A source familiar with the events tells ABC 7 Wilson was belligerent and refused to go to a more private setting to speak. Wilson was then handcuffed and taken away.

He says he was released and that police acknowledged their mistake. Demonstrators held a rally outside the police department Monday to support Wilson. The protestors them marched to the U.S. Attorneys Office.

"What happened to me shouldn't happen to anyone, anywhere," Wilson says. "They roughed me up. I suffered. I was in the precinct for like five hours, and it just shouldn't have happened."

Police spokeswoman Gwendolyn Crump confirmed Monday that Wilson had been arrested on a charge of assaulting a police officer by police looking for a man wanted in connection with a homicide.

Damaris Reyes, with the National People's Action, adds, "And now the police want to charge him with a crime. The crime is what they did. They committed by arresting this innocent man by profiling him."

Crump says the department will investigate allegations of excessive force.

National Museum of Natural History to open human genome exhibit

WASHINGTON (AP) - The Smithsonian's National Museum of Natural History is developing its first major exhibit on the human genome with a $3 million pledge announced Monday from a biotechnology company.

The philanthropic foundation of Life Technologies Corp. is the lead sponsor for a 2,500-square-foot exhibition slated to open on the National Mall in June 2013.

The museum will collaborate with the National Human Genome Research Institute at the National Institutes of Health to develop a high-tech presentation of the history and future of genome sciences. The Foundation for the National Institutes of Health also raised $500,000 for the project.

The effort marks the 10th anniversary of researchers producing the first complete human genome sequence as a blueprint of the human body. The Human Genome Project was launched as an international effort in 1990 to better understand the genetic impact on health and disease.

Elizabeth Duggal, the museum's associate director for public programs, said most people probably don't know how quickly genomic science has advanced since then and how much of an impact it can have on their lives.

"Genetic research is probably one of the most important components of the 21st century in terms of life science advances," she said.

Carlsbad, Calif.-based Life Technologies recently announced it has developed a machine to decode an individual's DNA in a day for $1,000. The cost of sequencing DNA has tumbled since the first sequencing of the basic human genome was announced at the White House in 2000.

Reaching the $1,000 target is considered a key step in making the technique more accessible and practical for doctors to use to help their patents by revealing vulnerabilities or tailoring medical treatments.

"What science has taught us about genomics in the last 10 years will undoubtedly be dwarfed by the revolutionary advancements to come," Gregory Lucier, chairman and CEO of Life Technologies, said in a statement.

The museum also plans to delve into ethical questions that arise with advancements in genetic science.

Curators will ask visitors their thoughts on whether to find out about prenatal health issues or risks their children may face. In some cases, treatment can begin for a genetic defect before symptoms ever develop to dramatically improve the lives of those children.

Knowing more about the latest research can empower visitors and get them thinking about how their own choices can impact their genome.

"I think all of us know someone who maybe has cancer or diabetes and how those things can be looked at from both a genetic and environmental factor," Duggal said.

Genetic research also is part of the museum's future. It recently built the world's largest natural history biorepository with 24 liquid nitrogen tanks and 45 freezers to store animal DNA and tissue samples, and it is planning a genomics research lab on the National Mall, said Dr. Jonathan Coddington, the museum's associate director for research.

"So we're thinking about becoming a museum of genomes," he said. "We'll still be the old fashioned museum we've always been, but we'll add to that genomics."

Thomas Gore charged with campaign finance violations

(AP, ABC7) - An assistant treasurer for District of Columbia Mayor Vincent Gray's 2010 campaign has been charged with making straw donations to another mayoral candidate and destroying evidence related to those contributions.

The criminal information filed Monday against Thomas Gore represents the first charges in a more than yearlong federal probe of Gray's campaign. The investigation and corruption cases involving other elected officials have clouded the Democratic mayor and district government since Gray took office.

A criminal information is a document that indicates a defendant is likely to plead guilty.

Gore's attorney, Frederick Cooke, could not immediately be reached for comment.

Records indicate the straw donations Gore is accused of making went to Sulaimon Brown, who accused Gray of promising him a job in exchange for negative comments about then-mayor Adrian Fenty.

Many found the news not very surprising.

"I hate to say this. I been here all my life, but the District government's been corrupt since I was here over 50 years,” says D.C. resident Derica Butler. “I've not seen one that was honest"

This feeds into scandal frenzy which has hit the city of late. Former council member Harry Thomas was sentenced to 38 months in prison recently for theft of public funds.
