D.C. Fire Chief Kenneth Ellerbe said Monday that protective shirts sitting in storage wouldn't have prevented severe burns endured by firefighters last April.
Chuck Ryan, who was severely injured while fighting a fire in April, was released from the Washington Hospital Center's Burn Unit on Thursday.
