Arlington's Gravelly Point remains busy despite a government shutdown, but with nowhere to put their cars, park-goers' improvised parking lots are making some people nervous.
At some point after the government shutdown overnight Monday into Tuesday, the National Park Service padlocked, of all things, a group of portable toilets along the George Washington Parkway.
