At Olney Elementary School, most students have been to the principal’s office before class even starts. Well, not the room itself exactly, but a more accessible space.
A new evaluation system rated just 14 of D.C. Public Schools' 120 principals as "highly effective." Half of the District's principals were rated as "developing," just one level above "ineffective."
Six former employees at Kemp Mill Elementary School had accused the principal, Floyd D. Starnes, of retaliating against them after suspicions of abuse were reported to Child Protective Services.
