Virginia mental health workers have a new tool to find psychiatric beds for people being held for treatment under emergency custody orders.
Virginia's inspector general says the state is spending millions to hospitalize psychiatric patients who are ready to be shifted into less expensive community-based care, occupying beds needed for more critical patients.
