Majority Democrats in the Senate won approval Tuesday for one of President Barack Obama's key judicial nominees, the first of his picks to win confirmation since they weakened the chamber's filibuster rules.
Obama says the blocking of Caitlin Halligan from getting an up-or-down vote - after two and a half years of delay - "continues the Republican pattern of obstruction." He said delays in confirming his nominees are taking a heavy toll on the D.C. circuit.
